Relating to natural resources; removing the registration requirement +exemptions for off highway motorcycles used exclusively in organized track +racing events or on private land with the permission of the landowner; authorizing +the use of money in the off highway motorcycle, off road vehicle and all-terrain+ vehicle (ATV) accounts for enforcement and public education grants to local +law enforcement agencies; authorizing the enforcement of certain limits +on the operation of recreational motor vehicles by civil citation under the +hunting trespass law; expanding the definition of all-terrain vehicle for +registration requirements purposes; establishing the Minnesota state forests adopt+ a trail program to encourage business and civic groups or individuals to +assist on a volunteer basis in improving, maintaining and monitoring trails +within state forests, requiring coordination by the commissioner of natural +resources (DNR) through regional offices and specifying certain commissioner +agreement requirements and restrictions; requiring and providing for the +commissioner to complete implementation of the state forest motorized trail system+ planning process by a certain date, exempting designated trails from the +environmental review process and rules adopted by the environmental quality board +(EQB) until a certain date; appropriating money to the commissioner for +enforcement and public education grants to county law enforcement agencies for +distribution to other local law enforcement agencies with high concentrations of off +highway vehicle use, for trail development and for the Iron Range off highway+ vehicle recreation area (ja)
