Modifying certain provisions relating to state contracting and +printing services; modifying the requirement for the inclusion of certain +information on professional and technical services contracts in the detailed +biennial budget prepared by the commissioner of finance; making optional the +requirements for the commissioner of administration to provide micrographic services +and products and to operate a central mailing system for state agencies; eliminating the authorized use of money in the general services +revolving fund to operate a central duplication and printing service; encouraging +state employees discovering evidence of violation of laws or rules governing state contracts to report the violation to a supervisor, the commissioner or the legislative auditor, requiring +the legislative auditor to report the number and type of multiple +complaints against the same agency to the legislative coordinating commission +(LCC), protecting reporting employees from discrimination; modifying certain+ state procurement contracts validity requirements, prohibiting actions by +contractors against employees or agencies disclosing information in performance evaluations, exception; modifying certain description and +certification requirements of contracting agencies and certain determination +requirements of the commissioner for approval of professional or technical services +contracts and modifying certain agency reporting requirements following +completion of a contract; requiring agencies upon contract completion to complete +performance evaluations of work done under the contract, specifying certain +evaluation content requirements; repealing certain provisions relating to the +waiver of certain requirements for receipt of federal natural disaster +assistance funds, the communications media division of the department of +administration, the requirement for the commissioner of employee relations (DOER) to +develop a directory of state agency professional and technical services and the requirement for agencies to demonstrate the unavailability of staff +before hiring outside consultants or services (ra)
