Modifying certain provisions regulating the issuance of pistol +permits, creating a nondiscretionary standard for issuance; requiring permit +holders to carry the permit card and a drivers license, state identification +card or other government issued photo ID card when carrying a pistol and to display+ the permit card and identification document upon lawful demand by a peace+ officer, imposing certain penalties and a fine for violation, imposing a fine +limit and eliminating the penalty for persons engaging in activities not +authorized by the permit; modifying certain permit issuance conditions and +requirements, requiring application to the county sheriff and specifying +eligibility requirements; permit issued to be recognized as a state permit; +authorizing sheriffs to contract with police chiefs to process permit +applications; requiring applicants to present evidence of training in the safe use +of a pistol, specifying certain training content requirements and a +timeline and certain qualifications of certified instructors; prescribing the +required form of application and modifying certain application content +requirements; modifying applicant investigation requirements; establishing +procedures for the granting and denial of permits and specifications and an expiration +date for permit cards, providing for renewal; prescribing procedures for a +change of address or name and for loss or destruction of the permit; modifying +the procedure for voiding permits and imposing certain duties on +prosecutors; providing for the issuance of emergency permits under certain +conditions and for appeal of permit denials, suspensions or revocations; authorizing+ the district court to order suspension of the application process as a +condition of release; requiring the commissioner or public safety to maintain +separate automated databases of persons authorized to carry pistols and of +denied, suspended or revoked permits, authorizing an implementation contract;+ providing for recognition of permits from other states; granting immunity from +liability to sheriffs, police chiefs, sheriff or police employees and certified instructors for damages resulting from acts with a firearm committed +by permit holders, exception; requiring annual reports by the commissioner to +the legislature on permit issuance, specifying certain report content +requirements and requiring copies to be available to the public; specifying +certain locations prohibiting the carrying of pistols and requiring the +posting of certain notices on the premises of licensed on-sale alcoholic +beverage retailers and hospitals and nursing homes; authorizing private +employers to prohibit pistol possession and modifying a certain exemption from the prohibition on possession on school property; requiring certain +permit holder notice to requesting peace officers, imposing penalties for +violation; granting peace officers the authority to disarm permit holders under certain +conditions; prohibiting the carrying of pistols under the influence of alcohol or+ a controlled substance, authorizing arrest without warrant and +providing for administration of preliminary screening and chemical tests and for +the admission of evidence and imposing certain penalties, requiring the +reporting of suspensions and revocations for violation of the prohibition; +appropriating money to the commissioner for implementation and for an increase in +per diem funding for battered woman shelters; grandfathering in permits +previously issued to carry pistols (ra)
