Relating to energy; providing for the phaseout of nuclear reactors +due to the means and cost problems associated with the disposal of radioactive +waste and encouraging continued investment in renewable energy resources and +deployment of high efficiency energy generation; increasing the amount required +to be invested by public utilities operating nuclear powered electric +generating plants in energy conservation improvements and requiring a certain +percentage of electric facility conservation spending obligations to be targeted+ to reduce baseload energy use as defined by the commissioner of commerce, +specifying priorities; prohibiting the public utilities commission from +approving the sale or transfer by public utilities of nuclear generation facilities +before permanent or interim storage of waste outside the state; providing +for the phaseout and replacement of the Prairie Island nuclear generation +facility, specifying certain replacement plan requirements, requiring PUC +approval; authorizing and providing for the public utility owning the Prairie +Island nuclear generation facility to accelerate the plan to repower a +certain number of coal fired generation facilities in the metropolitan area with +natural gas as part of the emissions reduction plan; requiring the PUC to ensure +the replacement of a certain amount of megawatts of capacity at the +facility with certain renewable energy resources or natural gas, exempting wind +energy capacity developed from certificate of need and competitive bidding requirements under certain conditions; requiring the public utility +to by a certain date present the draft plan for replacement to the +legislative electric energy task force for review before submission to the PUC for +approval or modification, specifying certain draft plan development and content requirements; specifying certain demonstration projects development requirements of the public utility and providing for the recovery of +certain costs (ra)
