Relating to human services; requiring the commissioner of human +services to include with biennial budgets information on asset transfers or +diversions used to qualify for public assistance programs; requiring the senior +linkage service under the board on aging to link callers with lenders and others +capable of providing information and assistance on the use of assets to pay for +long term care services without enrolling in public assistance programs; +prohibiting certain transfers of assets for less than fair market value to +qualify for medical assistance (MA), excepting homesteads and certain other +transfers, imposing a period of ineligibility on persons making the prohibited +transfers; requiring and providing for federal permission for prohibited +transfers effectiveness purposes, requiring certain commissioner notice to the +revisor of statutes and the legislature and publication in the state register (mk)
