E Relating to game and fish; expanding the definition of game birds + for hunting season purposes to mourning doves; modifying certain +requirements for designation of game refuges or migratory waterfowl sanctuaries by the commissioner of natural resources; changing the Swan Lake migratory +waterfowl refuge to the Swan lake migratory waterfowl sanctuary; expanding the +scope of hearings relating to the seizure of licenses for violating certain +limits on the taking, transporting or possession of wild animals; requiring the commissioner to suspend game and fish licenses and permit privileges +of persons failing to appear in court or to pay fines or surcharges for +violating the game and fish laws; restricting the issuance of turkey licenses to the +land owned or leased by the license holder within the permit area and eliminating +the requirement for the land to be agricultural or grazing land; +modifying certain shooting hours for migratory game birds; eliminating the prohibition +on persons obtaining all season dear licenses on qualifying for party hunting; +authorizing unlicensed adults to assist licensed wild turkey hunters under a +certain age, prohibiting possession of a firearm or bow while assisting the youth;+ extending the exception to the requirement for the tagging of fur bearing +animals for the fisher, pine marten or otter; creating a turtle sellers license +exemption for taking and possession of a certain number of turtles to supply +permitted sponsors of nonprofit turtle races for persons listed as collectors +on the permits; requiring the commissioner to report to the legislature by a+ certain date evaluating the impacts of the change in shooting hours; +authorizing and providing for the commissioner to coordinate and participate in +efforts to promote national laws and educational programs relating to lead +fishing tackle, requiring the commissioner and the director of the office of +environmental assistance to provide public education relating to concerns about +lead fishing tackle and to promote the availability of nonlead tackle, authorizing conservation officers to provide information to anglers relating to +lead tackle and to provide samples of lead free sinkers and jigs, +authorizing the commissioners of health and the pollution control agency (PCA) to +report to the legislature relating to the health hazards associated with the home +manufacture of lead fishing tackle and authorizing the director of the OEA in +consultation with the commissioner of the DNR to make hazardous and industrial +waste or pollution prevention assistance grants to conservation organizations +and angler associations to assist in reducing the use of lead fishing tackle; +requiring the DNR commissioner to report to the legislature by a certain date +on the results of the mourning dove season (ra, ja)
