Providing for the financing of higher education and related purposes ARTICLE 1 � APPROPRIATIONSAppropriating money to the higher education services office for state+ and child care grants, for interstate tuition reciprocity, for state work +study, for Minitex and MnLINK, for the learning network, for the college savings+ plan, for income contingent loans for certain medical school graduates and for +agency administration, to the board of trustees of the Minnesota state +colleges and universities to strengthen and support student education, to the +board of regents of the university Minnesota for operations and maintenance, +for primary care education initiatives, for the agricultural experiment station +and Minnesota extension service, for health sciences, for the institute +of technology and for system specials and to the Mayo medical foundation+ for the medical school and for certain family practice and graduate residency+ programs; authorizing certain fund transfers; requiring HESO to collect certain+ state financial aid expenditure data and periodically report to the +legislature and the MnSCU board and the board of regents to continue to submit +certain accountability reports ARTICLE 2 � RELATED PROVISIONSModifying certain provisions relating to the higher education +services office (HESO) grant award process; requiring fund transfers in insufficient appropriation cases from the work study and child care grant +appropriations to the state grant appropriation for full award purposes; restricting +eligibility for state grants for students enrolled in two year programs at four +year institutions; prohibiting retroactive funding for students applying +for grant funds after the first semester; limiting tuition increases by public +higher education institutions and encouraging the board of regents of the +university of Minnesota to limit tuition increases to a certain maximum annual +percentage; requiring the board of trustees of the Minnesota state colleges and universities (MnSCU) to freeze salaries and benefits for employees +and encouraging the board of regents to join in the freeze; repealing +certain taconite mining and advanced placement (AP)and international +baccalaureate (IB) grants and the summer scholarships for academic enrichment program (ra)
