Relating to the organization, operation and financing of state +government; providing for the financing of corrections, public safety, courts and+ certain other agencies and activitiesARTICLE 1 � APPROPRIATIONSAppropriating money to the commissioner of corrections for +correctional institutions, for juvenile and community services and for operations +support, to the commissioner of human rights, to the commissioner of public +safety for emergency management, for criminal apprehension, for cooperative +investigation of cross jurisdictional criminal activity, for laboratory activities,+ for DWI (driving while impaired) lab analysis, for criMNet, for the state +fire marshal, for alcohol and gambling enforcement, for the crime victim services +center and for law enforcement and community grants, to the court of appeals and+ district and supreme courts, to the boards of public defense, judicial +standards, peace officer standards and training (POST) and private detective and +protective agent services, to the sentencing guidelines commission, to the tax +court, to the uniform laws commission and for the board on judicial standards +to fund certain public hearing costs ARTICLE 2 � PUBLIC SAFETY AND JUDICIARY POLICY PROVISIONSProviding for multiple occupancy of prison cells at custody level +five state correctional facilities, removing the prohibition on the double +bunking of inmates; requiring the superintendent of the bureau of criminal +apprehension (BCA) to collect an additional handing fee for FBI (federal bureau of investigation) background fingerprint checks and authorizing a fee +for fingerprinting for employment or licensing purposes, requiring use +by the commissioner of public safety to maintain and improve the criminal +record system; requiring the commissioner to impose certain fees to provide +secure dial up or Internet access for criminal and noncriminal justice +agencies; authorizing and providing for the commissioner to charge hotels for +fire inspections, requiring the deposit of money received in a state fire +marshal hotel inspection dedicated account in the special revenue fund; +requiring and providing for state fire marshal development of a plan to +periodically inspect public and charter school facilities, specifying authorized fees, +requiring crediting to a state fire marshal school inspection dedicated account+ in the special revenue fund and authorizing continuation of local +inspections under certain conditions, requiring state fire marshal approval of +variances; requiring the state fire marshal to charge a certain fee to conduct +and administer the journeyman sprinkler fitter certification process, +providing for money received to be deposited in the state treasury, requiring +crediting to a dedicated account; requiring deposit of money received from +surcharges on criminal and traffic offenses and game and fish law fines and +forfeited bail in the general fund; providing for mandatory local incarceration for +certain short term felony offenders; repealing the office of ombudsman for +corrections (ra)
