Providing for the funding of early childhood, family and +prekindergarten through grade 12 education programs and services and renaming the +department of children, families and learning (CFL) the department of educationARTICLE 1 � GENERAL EDUCATIONModifying the calculation of general education basic revenue required+ to be reserved by school districts for staff development programs; +modifying certain levy and revenue recognition requirements; reducing payments to +post-secondary educational institutions under the post-secondary enrollment options +(PSEO) act; modifying certain learning year program requirements for area +learning centers; modifying the definition of pupil of limited English +proficiency and the revenue formula for LEP programs aid; providing for the +computation of average daily membership for pupils enrolled in more than one +district under the definition of pupil units and modifying certain pupil unit +computations; modifying the general education, compensatory, basic skills and +secondary, elementary and transportation sparsity revenue formulas and providing+ formulas for equity levy and aid; providing formulas for a transition revenue allowance, levy and aid for fiscal years 2004 through 2008; modifying+ the general education aid and referendum revenue allowance and +equalization revenue and aid formulas and providing a new referendum allowance +limit formula; requiring certain education aid reductions and levy revenue recognition adjustments; modifying certain school district aid +payment percentages, reducing certain other aid and payment formulas and +providing additional payments to school districts for certain later fiscal +years; appropriating money to the department of education for general +education and referendum tax base replacement aids; repealing the training and +experience revenue formula ARTICLE 2 � OTHER GENERAL PROGRAMSModifying the formulas for school district levies for payment of +obligations to the unemployment insurance program trust fund, for judgment payments +and for ice arena operating costs; appropriating money to the department of +education for enrollment options transportation, abatement and consolidation +transition aids, for a grant to independent school district #2190, Yellow +Medicine East for tornado impact declining enroll aid and for declining pupil aid +to independent school districts #241, Albert Lea, #2711, Mesabi East +and #682, Roseau; repealing certain staff development incentive eligibility and+ revenue use provisions, school districts tree growth replacement and swimming+ pool levy authority and a certain provision providing for airport runway impact+ pupil unit aid to independent school district #280, Richfield ARTICLE 3 � NONPUBLIC PUPIL PROGRAMSModifying the nonpublic pupil transportation aid and textbooks and +instruction materials aid inflation adjustment formulas, requiring a certain +formula allowance reduction; appropriating money to the department of +education for nonpublic pupil education and transportation aids ARTICLE 4 � CHARTER SCHOOLSModifying the general education revenue and building lease aid +formulas for charter schools and providing for transition revenue; eliminating +integration aid grant eligibility for the schools and reducing the percentage for+ the first payment of start up cost aid; appropriating money to the department +of education for charter school building lease and startup aids and for integration grantsARTICLE 5 � DESEGREGATION PROGRAMS Increasing the integration revenue and modifying the levy and aid +formulas for school districts; appropriating money to the department of education +for integration and magnet school startup aid and for magnet school and interdistrict desegregation or integration transportation grants; +repealing the teachers of color, minority teacher incentives and summer cultural +exchange grant programs and fellowship grants to highly qualified minorities +seeking alternative preparation for licensure ARTICLE 6 � AMERICAN INDIAN PROGRAMSAppropriating money to the department of education for American +Indian success for the future and teacher preparation grants, for American Indian +scholarships and for tribal contract school aid and early childhood family +education (EFCE) programs ARTICLE 7 � ACCOUNTABILITY AND REFORMModifying certain school district academic and financial performance +evaluation requirements; appropriating money to the department of education for +statewide testing support, for seventh grade testing, for best practices +graduation rule seminars and other development capacity building activities, for +school performance evaluation and for alternative teacher compensationARTICLE 8 � PROGRAMS FOR SPECIAL POPULATIONSAppropriating money to the department of education for advanced +placement (AP) and international baccalaureate (IB) examination fees and teacher +training, for first grade preparedness grants, for youthworks programs and for +student organizations; repealing the reading competency program for the St. +Croix River education districtARTICLE 9 � SPECIAL PROGRAMSReducing the program growth factors for special education and special+ education excess cost aids determination purposes and the state total special +education aid amount and setting the state total special education excess cost +aid amount; providing for special education cross subsidy reduction aid +to school districts; appropriating money to the department of education for +special education and special education excess cost aids, for aids for +children with disabilities placed in residential facilities and for teacher travel +for home based services, for special education cross subsidy reduction aid, +for special education litigation costs, for aid for transition programs for +children with disabilities, for court placed special education revenue and for out +of state tuition special education; repealing a certain obsolete special +education excess cost aid formula provision ARTICLE 10 � FACILITIES AND TECHNOLOGYExcluding alternative facilities levies from the second tier debt +service equalization revenue formula and certain large projects from health +and safety revenue eligibility, placing the projects under the alternative +facilities bonding and levy program; expanding the authorized uses of health and+ safety revenue and prohibiting use for replacement of building materials or facilities; providing for limited participation in the alternative +facilities bonding and levy program for certain school districts, specifying +certain long term plan requirements; specifying certain published notice, petition+ and resolution requirements for bond issuance purposes and granting +school districts not issuing bonds certain levy authority, petition and +referendum requirements; reducing certain limits on building or land lease and +lease purchase levies; granting independent school district #621, Mounds +View certain bond issuance authority; appropriating money to the department of +education for health and safety, debt service equalization and alternative +facilities bonding aids; repealing the alternative facilities aid formula and +appropriation ARTICLE 11 � NUTRITION PROGRAMSEstablishing a new school breakfast program; appropriating money to +the department of education for school lunch, traditional school +breakfast and summer school service replacement aids and for the fast break to +learning breakfast program; repealing the school breakfast, fast break to +learning breakfast and school milk programsARTICLE 12 � LIBRARIESAppropriating money to the department of education for regional +library basic system support and mutlicounty multitype library systems grantsARTICLE 13 � CHILD CARE PROGRAMSIncreasing the parent fee for families eligible for child care +assistance; providing for reimbursement to legal nonlicensed family child care +providers under the child care assistance program; requiring the commissioner +of education to adopt rules to amend the parent fee schedule; +appropriating money to the commissioner for basic sliding fee child care assistance, for +Minnesota family investment program child care, for child care program +integrity and fraud prevention and for child care development grants; providing for+ certain federal TANF (temporary assistance for needy families) fund transfers+ for basic sliding fee and MFIP child care assistance ARTICLE 14 � EARLY CHILDHOOD PROGRAMSModifying the school district early childhood family education +programs revenue formula and the ECFE and school readiness aid reserve account+ limits; appropriating money to the department of education for school +readiness programs revenue, for ECFE and health and developmental screening +aids and for head start programs ARTICLE 15 � PREVENTIONModifying the general community education revenue and the total +community education levy formulas and establishing a reserve account limit for +school districts, providing for waiver of the limit by the commissioner of +education under certain conditions; appropriating money to the commissioner for+ community education and adults with disabilities program aids, for hearing +impaired adults programs, for violence prevention education grants, for abused+ children programs and for school age care revenue; repealing the violence +prevention education grant and after school enrichment programs and certain +additional community education revenue levy authority ARTICLE 16 � SELF-SUFFIENCY AND LIFELONG LEARNINGAuthorizing school districts offering adult basic education programs +to adopt a sliding fee schedule for program costs payment purposes, providing +for waiver under certain conditions; specifying certain reserve account +requirements; increasing the state total adult basic education aid amount and +eliminating the formula; reducing the basic population aid formula, setting the adult+ basic education program aid limit for fiscal year 2004 and modifying the +aid formula for fiscal year 2005 and later years; eliminating certain program +audit requirements; authorizing requests for extension of the deadline for application for approval of adult basic education programs for fiscal+ year 2004 by certain school districts and providing for computation of program +aid; appropriating money to the department of education for Minnesota +economic opportunity grants, for transitional housing and foodshelf programs, +for adult basic education and graduation aids, for GED tests, for emergency +services grants and for family assets for independence; appropriating money to the department for fiscal years 2004-2005 for +the children's museum, for the Minnesota academy of science, for the +boards of teaching and school administrators and for certain federal grants and+ aids;
