Relating to the organization, operation and financing of state +government, appropriating money for environment, natural resources and +agricultural purposesARTICLE 1 � GENERALAppropriating money to the pollution control agency for the clean +water partnership program, for county feedlot permit program administration+ grants, environmental standards and for administration of the county feedlot +permit program, for water quality protection community technical assistance +and education, for individual sewage treatment system (ISTS) +administration and grants, for the small business environmental improvement loan, air +quality monitoring and leaking underground storage tank programs, for +environmental response, compensation and liability, for transfer to the department +of health for water supply monitoring and health assessment costs, for +reimbursement to the general fund for past sales of bonds used to support the closed +landfill program, for multimedia and for administrative support, to the office+ of environmental assistance (OEA) for SCORE block grants to counties and+ for mixed municipal solid waste processing payments, to the zoological board +and to the department of natural resources (DNR) for iron ore and minerals +cooperative research, for mineral diversification, for emergency firefighting +costs, for implementation of the sustainable forest resources act, for the +FORIST timber management information system, for implementation of the ecological classification systems (ECS) standards on forested landscapes, for +parks and recreation, trails and waterways and fish and wildlife management, +for boat and water safety, for solid waste and snowmobile enforcement activities, +for the acquisition and develop of natural areas and greenways, for regional +resource enhancement grants and for the Duluth and Como zoos, to the board of +water and soil resources for local natural resources block and certain soil and+ water conservation district grants, to the science museum, to the +department of agriculture for the voluntary cleanup program, for agricultural +marketing and development, for ethanol development, for continuation of the dairy +development and profitability enhancement and business planning grant programs, +for the northern crops institute and for family farm security interest +payment adjustments, to the board of animal health and to the agricultural +utilization research institute; requiring the commissioner of the PCA to transfer+ certain amounts of money before a certain date from the environmental fund to+ the commissioner of finance for cancellation to the general fund; +increasing the aquatic farming license, fish health inspection and certification and+ nursery stock grower and dealer certificate and certain inspection fees, +authorizing certain hobbyist sales without a dealer certificate; requiring the +commissioner of agriculture to establish fees for administration and enforcement +of pest control requirements and restrictions, establishing a nursery program+ account in the agricultural fund for the deposit of the fees to be used for administration and enforcement; establishing a plant protection +account in the agricultural fund for commissioner payment of costs to provide export certification and plant protection permits and certificates for +agricultural and plant products, authorizing certain cooperative agreements for administration of the certification program and providing for the +issuance by the commissioner of phytosanitary or export certificates; removing +the responsibilities of the commissioner relating to the control or +eradication of noxious weeds, transferring certain duties to the commissioner of +natural resources or county agricultural inspectors; establishing multiple +categories for the issuance of seed fee permits by the commissioner of +agriculture; requiring and providing for commissioner sampling of export seed upon+ request and specifying certain seed fee permit requirements and fees; +modifying certain requirements for the registration of hybrid seed field corn variety; +increasing brand name registration and food handlers license and certain +inspection fees; placing the board of animal health and the agricultural utilization +research institute under the jurisdiction of the department of agriculture; +expanding the subgrant authority of the commissioner of natural resources and +authorizing licenses permitting the passage of utilities across state land or +water under commissioner jurisdiction, defining utilities and specifying certain application and fee payment requirements; modifying certain state +park parking and campsite use fees and certain permit requirements; eliminating +the requirement for free admission to the Minnesota zoo for certain +school children; increasing the watercraft license surcharge and certain +fishing license fees; making optional the requirement for BOWSR to develop a +priority schedule for the revision of watershed plans and modifying certain comprehensive local water management plan requirements; expanding the definition of local government unit to soil and water conservation +districts under the water law and eliminating certain wetlands replacement +requirements of BOWSR; establishing certain fees for managing wetland bank +accounts and transactions; increasing water use permit processing and aeration +fees and increasing or eliminating certain limits on aquatic plant harvesting +fees; providing for compliance of storm water permits with nondegradation +and mitigation requirements and for regulation of storm water discharges,+ modifying certain permit fee requirements; expanding the authorized uses of +mixed municipal solid waste processing payments to counties eliminating the+ Minnesota future resources fund and transferring the state land and water +conservation account to the natural resources fund; modifying the distribution of +sales tax proceeds to certain natural resources funds; transitional provision +for existing utility licenses to cross state land; repealing the Minnesota-Wisconsin boundary area compact and commission, +compensation for livestock destroyed or crippled by gray wolves, the value added +agricultural product processing and marketing grant program, beaver damage control+ grants, certain nursery stock and greenhouse certification requirements, the +waste pesticide collection program, county and district agricultural +society aid, the ethanol development program, taconite mining grants and the +agricultural utilization research institute advisory board and certain rules +governing utility state land crossings and comprehensive local water planning + ARTICLE 2 � ENVIRONMENTAL FUND CHANGESProviding for the crediting of certain additional penalties, taxes +and fees to the environmental fund; establishing the remediation fund for +response and corrective actions for releases of hazardous substances, pollutants +or contaminants, agricultural chemicals and petroleum and for +environmental response actions at qualified landfill facilities, eliminating the environmental response, compensation and compliance account and +providing for deposit of superfund and certain other response or action fees, +recoveries and penalties in the remediation fund; exempting certain fees from +departmental earnings requirements; expanding certain powers of the commissioner +of the pollution control agency relating to certain grant agreements and +permit fees, providing for PCA collection of certain increased water quality +permit and hazardous waste fees and for transfer of certain amounts from the +superfund, the solid waste and metropolitan landfill contingency action funds +and the dry cleaner environmental response and reimbursement account to the +remediation fund; requiring the revisor of statutes to change the name of the +solid waste management tax to the environmental tax in statutes and rules; +repealing the superfund, the solid waste fund, a certain provision providing for +landfill cleanup funding shortfalls, the used motor oil reimbursement program +and account and a certain expenditure notice requirement under the +metropolitan landfill contingency action fund (mk)
