Authorizing and providing for gaming machines in association with the+ state lottery, defining gaming machine; authorizing and providing for the +director of the state lottery to enter into contractsfor location of the machines at existing racetracks, requiring the +contracts to provide for compensation to the racetrack, requiring racetrack +remittance of a certain amount to the city and county of racetrack location; +specifying certain gaming machine specification requirements, requiring director +specification of games for placement on the machines, authorizing the conduct of +parimutuel wagering and the display of horse races; requiring and providing for +the examination and testing of machines; regulating the awarding of +prizes; prohibiting play by minors or by lottery employees and families; +requiring director posting of the toll free telephone number established by the commissioner of human services in connection with the compulsive +gambling program and establishment of a proactive plan to identify problem +gamblers; prohibiting local regulation; requiring crediting of machine revenue +to the trunk highway fund; providing for the funding of purses for live +horse races; imposing an in lieu sales tax on revenue from operation of the +machines and authorizing sale of the machines to the state lottery; excluding the +purchase of gaming machine plays from the definition of gambling for lost +money recovery or gambling debt purposes and from the definition of bets for +gambling crimes purposes; appropriating money to the commissioner of transportation +(DOT) and authorizing the issuance of trunk highway bonds for reconstruction +and replacement of key bridges on the trunk highway system, for +construction, improvement and maintenance of the interregional corridor system, for improvement of highways classified as bottlenecks by the commissioner+ and for acquisition of properties for location, construction, reconstruction, improvement and maintenance of the trunk highway system (ra)
