1.1 A bill for an act 1.2 relating to transportation; directing commissioner of 1.3 transportation to turn off meters at one-half of the 1.4 metered freeway access ramps. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [FREEWAY ACCESS RAMP METER RETIREMENTS.] 1.7 (a) The commissioner of transportation, by executive order, 1.8 shall order that all meters at one-half of the access ramps to 1.9 freeways, as defined in Minnesota Statutes, section 160.02, that 1.10 have meters on the day of final enactment of this section be 1.11 removed or turned off, shut down, taken off line, or otherwise 1.12 rendered nonoperational. The commissioner shall remove or 1.13 render the meters nonoperational at those metered access ramps 1.14 considered the least effective for traffic flow and highway 1.15 safety based on the study and report conducted under Laws 2000, 1.16 chapter 479, article 1, section 8. 1.17 (b) After completing the responsibilities set forth in 1.18 paragraph (a), the commissioner shall not reactivate or 1.19 establish any meter at any other access ramp within the 1.20 metropolitan area, as defined in Minnesota Statutes, section 1.21 473.121, unless: 1.22 (1) the access ramp to be metered is newly constructed or 1.23 extensively reconstructed; 1.24 (2) the meters at another, already existing access ramp are 1.25 removed or rendered nonoperational contemporaneously with 2.1 establishing or reactivating meters at the ramp specified in 2.2 clause (1); and 2.3 (3) the commissioner has determined that establishing or 2.4 reactivating meters at the access ramp specified in clause (1) 2.5 will result in more effective traffic flow and highway safety 2.6 than resulted at the ramp specified in clause (2).
