  1.1                          A bill for an act 
  1.2             relating to transportation; allowing single-occupancy 
  1.3             vehicle displaying permit to operate in high-occupancy 
  1.4             vehicle lanes; requiring commissioner of 
  1.5             transportation to issue permit for high-occupancy 
  1.6             vehicle use upon annual payment of $500; directing 
  1.7             commissioner to seek federal approval for change in 
  1.8             high-occupancy vehicle lane use. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [USE OF HIGH-OCCUPANCY VEHICLE LANES.] 
  1.11     A vehicle with fewer than two occupants may operate in 
  1.12  high-occupancy vehicle lanes on marked trunk highways 35W and 
  1.13  394 if the vehicle displays an unexpired permit described in 
  1.14  section 2. 
  1.15     Sec. 2.  [PERMIT.] 
  1.16     The commissioner of transportation shall issue a permit 
  1.17  with a distinctive appearance to a vehicle owner who pays a fee 
  1.18  of $500.  The permit, when it is affixed to the windshield of 
  1.19  the vehicle so as to be visible outside the vehicle, allows the 
  1.20  vehicle to be operated in high-occupancy vehicle lanes with 
  1.21  fewer than two occupants for one year from the date of 
  1.22  issuance.  All fees for these permits must be deposited in the 
  1.23  trunk highway fund. 
  1.24     Sec. 3.  [FEDERAL REVIEW.] 
  1.25     The commissioner of transportation shall seek federal 
  1.26  highway administration approval for the change in high-occupancy 
  1.27  vehicle lane use.
