E Providing for the financing of higher education and related + purposes, making certain base cuts and cutting the growth ARTICLE 1 - APPROPRIATIONSAppropriating money to the higher education services office for state+ grants for educational benefits to dependent children and to spouses of +public safety officers killed in the line of duty, for interstate tuition +reciprocity, for state work study, for child care grants, for Minitex and MnLINK, for +the learning network, for income contingent loans for certain medical +school graduates, for the college savings plan and for agency administration+ of the post-high school planning, get ready and college intervention +programs, to the board of trustees of the Minnesota state colleges and universities +for instructional and noninstructional expenditures and for the talented +youth mathematics program, to the board of regents of the university +Minnesota for instructional and noninstructional expenditures, for the agricultural experiment station and extension service, for certain health sciences+ programs, for the institute of technology, for the natural resources research +institute (NRRI), the center for urban and regional affairs, the Bell museum +and the Humphrey exhibit and for the academic health center and to the Mayo +medical foundation for the medical school and for certain family practice and+ graduate residency programs; requiring or providing for certain fund +transfers; specifying certain match requirements; requiring HESO to periodically+ collect data from institutions disbursing state financial aid for evaluation +and reporting purposes; continuing certain accountability requirements; +requiring technical and consolidated colleges to use instructional advisory +committees in the creation, modification or elimination of technical programs; +requiring increased expenditures for direct instruction and academic support; +requiring continuing university support for certain agricultural programs; +requiring the MnSCU board of trustees and requesting the board of regents to report+ to the legislature on progress under the master academic plan for the +metropolitan area, specifying certain report content requirements; requesting the +Minnesota association of colleges of teacher education to collect data from +member institutions measuring the involvement of teacher education programs +and faculty with K-12 schools for presentation to the legislature by a +certain date ARTICLE 2 � POLICY CHANGESExtending the expiration date of the agriculture education leadership+ council; requiring public and private post-secondary educational institutions +to provide information on the risks of meningococcal disease (meningitis) and +the availability and effectiveness of vaccines to first time enrollees +residing in on-campus student housing; modifying certain provisions relating to +the higher education services office (HESO); requiring appointment of the +director of the office by the governor with the advice and consent of the senate; +modifying certain membership requirements and duties of the higher education +advisory council (HEAC) and extending the expiration date of the council; +modifying the definition of assigned family responsibility; removing private +institution tuition and fee maximums from the provision providing for the +recognition of the cost of attendance for student grant eligibility purposes; +defining fees for student cost of attendance and grant determination purposes; +modifying the grant reduction requirement in cases of insufficient appropriations; +reducing the enrollment duration limit for grant awards eligibility; +requiring the calculation of state grants for final quarters or semesters to +subtract Pell grant eligibility; making the grant application deadline static; +modifying eligibility for child care grants and reducing the maximum child care+ grant award; increasing the bonding authority of the higher education +facilities authority; imposing certain school initial and renewal registration +fees; expanding the unique missions of the Fond du Lac tribal and community+ college to providing programs in support of the federal land grant status, +authorizing the college to offer baccalaureate programs in elementary education +and assigning faculty teaching upper division courses at the college to +the state university instructional unit; clarifying the endowment support +restriction; repealing the summer scholarships for academic enrichment program and+ Akita program and advanced placement (AP) and international baccalaureate +(IB) grantsARTICLE 3 � HESO HOUSEKEEPING Eliminating the requirements for the higher education services office+ to establish an account for the deposit of funds for youth community +service program participants postservice benefits and for the tuition reciprocity agreement with the state of Wisconsin to +be based on the existence of an income tax reciprocity agreement between the +two states; increasing the bonding authority of the office; modifying certain +provisions under the college savings plan, modifying certain distribution +options and providing for the establishment of minor trust accounts; providing +for the appointment of student members to the regent candidate advisory +council; modifying the formula for calculation of public safety officers +survivor education benefits; providing certain learn and earn program +incentives ARTICLE 4 � MNSCU ADMINISTRATIVE CHANGESAuthorizing Minnesota state colleges and universities board of +trustees contracts with chancellors, vice chancellors or presidents to contain+ a deferred compensation plan; modifying a certain provision providing +for board of trustees negotiation and purchase of annuity contracts, +authorizing the purchase of individual custodial accounts; expanding the contracting +authority of the board; regulating easements; authorizing the board to accept +federal money for construction and equipping purposes; repealing a certain +requirement for the board to operate a state university center in the +metropolitan area, the state council on vocational technical education, certain local +contracting authority and the authority to sell computers to staff and students (ra, ja)
