Relating to the organization, operation and financing of state +government, appropriating money for transportation and other purposes ARTICLE 1 � TRANSPORTATION AND OTHER AGENCIES APPROPRIATIONSAppropriating money to the commissioner of transportation (DOT) for +multimodal systems including airport development and assistance, aviation +support and services, transit, freight and commercial vehicles, for state road +construction including infrastructure investment, planning, operations and +maintenance, electronic communications and debt service and for local roads +including county and municipal state aid highways and general and department support, +to the metropolitan council for bus transit and rail operations, to the +commissioner of public safety for administration and related services, for public +safety officer survivor benefits, for soft body armor and trunk highway fund reimbursements, for technical support services, the state patrol for +patrolling highways, commercial vehicle enforcement and capitol security, for +driver and vehicle services and for traffic and pipeline safety; providing for +certain fund transfers, for the use of state road construction +appropriations, for general contingent accounts and for the payment of tort claims ARTICLE 2 � OTHER TRANSPORTATION CHANGESEliminating the crediting of motor vehicle transfer fee revenues to +the motor vehicle transfer account in the environmental fund; eliminating sales+ tax from the provision prohibiting the expenditure of trunk highway funds for +other than trunk highway purposes; imposing mandatory fees for license plate +manufacture and validation sticker issuance by the commissioner of public safety; increasing the motor vehicle transfer and certificate of title +issuance fees; modifying certain conditions for reimbursement to public employers +for the costs of complying with certain health insurance continuation +coverage requirements for certain retired or separated peace officers and +firefighters suffering disabling injuries in the line of duty, defining disabling +injury; granting the commissioner certain administrative and enforcement +powers including access to certain information and property, prohibiting administrative agents from providing false information, authorizing +and providing for the attorney general to enforce certain penalties, +providing for injunctive relief and for recovery of litigation costs and expenses, +creating an education and compliance account for the deposit of administrative+ penalty order receipts, requiring the commissioner to prepare a plan for +using the administrative penalty and cease and desist authority and providing +for the issuance of administrative penalty orders; extending the availability+ of certain prior appropriations to the commissioner of transportation +(DOT) for airport development and assistance; repealing the metropolitan area +transit appropriation account in the general fund and a certain rule setting +motor vehicle license plate and sticker fees ARTICLE 3 � TECHNICAL CHANGESCorrecting a certain provision providing for conversion of general +fund appropriations for certain transportation projects to bond proceeds +fund appropriations relating to a certain county highway project(ra)
