Adopting an instant runoff voting system for certain primary, regular+ and special elections for state constitutional officers, for president +and vice president and for members of congress, requiring candidates to win by+ majority vote rather than by a plurality of effective votes and allowing +voters to vote secondary and other preferences in certain cases; defining certain +terms; prescribing a procedure for the counting of ballots; specifying +voting conditions and limits relating to exhausted ballots, skipped +rankings, tie votes, maximum effective choices, write in and insufficient choice +votes and votes for eliminated candidates; providing for use of the system for +city offices, requiring voter approval; specifying certain ballot +requirements and certain requirements for directions to voters; granting election +officials certain authority to change voting devices and counting methods; +requiring the secretary of state to biennially report to the legislature on +readiness to implement the instant runoff voting system; making conforming +amendments to certain statutory provisions (mk)
