Providing for the appointment of judges ARTICLE 1 � CONSTITUTIONAL AMENDMENTProposing an amendment to the Minnesota constitution, article IV, +section 12 and article VI, sections 7 and 8 to provide for the appointment and reappointment of judges by the governor with the advice and consent +of the senate; prohibiting judges from taking office before confirmation, +authorizing reappointed judges to continue to serve during pendancy of the +reappointment before the senate; authorizing judges without confirmation or +rejection to take office in the manner provided by law; increasing the length of +judicial terms; authorizing special sessions of the senate to confirm or reject +judicial appointments under certain conditions ARTICLE 2 � CONFORMING STATUTORY AMENDMENTS Making conforming amendments to certain statutory provisions relating+ to judicial vacancies and elections; specifying certain reappointment +intention notice requirements, modifying certain notice deadlines and providing+ for reappointment recommendations from the commission on judicial +selection; establishing the senate commission on judicial confirmation, +specifying certain membership requirements and powers and duties, requiring public +participation in the appointment process; providing for the effect of failure of +the senate to act on confirmations; repealing certain provisions providing for +the election of judges (mk)
