Relating to professions ARTICLE 1Requiring and providing for the licensing and regulation of surgical +assistants by the board of medical practice, defining surgical assistant and +certain other terms and the scope of practice, prohibiting the administration of +medication; specifying certain licensure qualification and application +requirements; regulating the use of certain titles and specifying certain +identification requirements; authorizing and providing for issuance by the board of +temporary permits to certain license applicants; providing for election of +inactive licensure status and for restoration to active status; providing for +license renewal, requiring board denial or cancellation of licensure for +failure to renew; specifying certain exemptions from the licensure requirement; specifying grounds for and authorized forms of disciplinary actions +by the board, requiring automatic or temporary license suspension conditions+ and specifying certain conditions for reissuance; providing for the +admission of evidence in certain disciplinary actions; authorizing the board to +require surgical assistants to submit to mental or physical examinations and +granting the board access to certain medical data and health records without +consent under certain conditions; requiring a tax clearance certificate from +the commissioner of revenue for license issuance purposes; specifying +certain reporting obligations of institutions, surgical assistant +organizations, licensed health professionals, liability insurers and the district +courts and requiring self reporting, authorizing the board to issue subpoenas +for production of the reports and granting reporters immunity from civil +liability or criminal prosecution, requiring surgical assistant cooperation +with investigations; imposing certain penalties for violations and +specifying certain board recordkeeping and attorney general investigation +requirements; setting certain license fees and specifying certain continuing +education requirements for license renewal purposes; requiring the board to +establish internal operating procedures for receiving and investigating +complaints, accepting and processing applications, granting licenses and imposing enforcement actions; creating the surgical assistant advisory +council, specifying membership requirements and duties; imposing a deadline +for initial licensure ARTICLE 2Making conforming amendments to certain statutory provisions relating+ to health insurance coverage for surgical first assisting services, uniform +billing forms, health providers unique identification numbers, facility waste management plans preparation, business licenses exemptions, health +care and human services worker program categories, physician licensure +exemptions and grounds for disciplinary actions and the definitions of regulated +person for examination and licensing board and of professional services for +professional firms regulation purposes; providing medical assistance (MA) coverage+ for licensed surgical assistant services (je)
