Relating to the organization, operation and financing of state +government, appropriating money from the future resources and environment and +natural resources trust funds, from the great lakes protection account and +from oil overcharge money in the special revenue fund for certain environment +and natural resources projects approved by the legislative commission on +Minnesota resources; appropriating money to the LCMR for administrative +expenses and for the trust fund citizen advisory committee, to the commissioner of +natural resources (DNR) for contract administration activities, for fish and +wildlife habitat, for restoration of the reinvest in Minnesota (RIM) critical +habitat matching program, for acquisition and development of scientific and +natural areas, for forest and prairie stewardship of public and private +lands, for local initiative matching grants, for Minnesota releaf community +forest development and protection, for the great river greening initiative +in the Mississippi River corridor at St. Paul and Winona, for biological +control of European buckthorn, for the redevelopment of brownfields into +greenspaces, for state park and recreation area land acquisition, for LAWCON federal reimbursements, for metropolitan regional parks acquisition, +rehabilitation and development, for the local and regional trail grants initiative +program, for certain trails, for boat access, fishing piers and shore fishing, for development and rehabilitation of shooting ranges, for an agreement +with Washington county for groundwater monitoring, modeling and +management, for the technical assistance program for watersheds (TAPwaters), for the +wastewater phosphorus control and reduction initiative, for the Rainy River +basin water quality cooperative pilot project, for maintenance of zooplankton +(daphnia) for the water quality of Square Lake, for Wirth Lake improvement, for the+ county biological survey, for the Mesabi iron range geologic and hydrologic +map and databases, for the northern counties land use management pilot +project, for the Dodge nature center restoration plan, for the engagement of young +hunters in restoration, for putting green environmental adventure park +educational exhibits and for indoor air quality monitoring at selected schools, +to the university of Minnesota for research on new options for controlling +carp, for landscape arboretum land acquisition, for laser assessment of +streambank erosion in the Minnesota River basin and for iron range mine land +reuse, to the commissioner of agriculture for assessment of the effectiveness of +spotted knapweed biological control agents and for maximization of the use of+ manure methane digesters for electrical generation, to the board of water +and soil resources (BOWSR) for local water planning matching challenge grants,+ for update of outmoded soil surveys and for acceleration of the use of +native plants and alternative crops for water quality, to the commissioner +of the pollution control agency (PCA) for acceleration and enhancement of +lake and stream surface water monitoring, to the commissioner of +administration for transfer to the commissioner of commerce for the community energy +development program and to the commissioner of health for schools indoor air +quality and asthma management plans; specifying certain data availability, +project, match, recycled and recyclable materials purchase, energy conservation and accessibility requirements and certain payment conditions; providing +for carryforward of certain prior appropriations; modifying and +clarifying certain provisions relating to management of the environmental and natural +resources trust and Minnesota future resources funds and federal land and water conservation funds (ra)
