Providing legislative authorization for the continued operation of +the Prairie Island and Monticello nuclear power generating plants; eliminating +the need for additional state approvals or environmental or administrative review +for the continued operation of the facilities upon receipt of federal permits+ and approvals necessary for relicensure of the facilities; authorizing on+ site dry cask storage of high level spent nuclear fuel from the facilities in +amounts sufficient to allow continued operation until the end of the federal +licensing period; eliminating the Goodhue county off site storage site +requirement for the additional cask limits at the Prairie Island facility; +restricting the applicability of the Prairie Island renewable development account +requirement to a certain number of casks filled and placed at the storage +installation; requiring the public utilities commission (PUC) to direct persons +subject to the high level radioactive waste or spent nuclear fuel fee to remit +the proceeds of the fee to the commissioner of commerce for placement +into an interest bearing escrow account, requiring the commissioner to +release the funds in the account to the secretary of the federal department of +energy for a centralized long term storage facility or a federal repository for +the permanent disposal of spent nuclear fuel; requiring customer electric+ bills to contain specific identification of the portion of the bill used to +pay the fee(je)
