E Relating to health occupations ARTICLE 1 � DENTURIST LICENSURERequiring and providing for the licensing and regulation of +denturists by the commissioner of health; defining denturist and the practice of +denturism and specifying certain practice restrictions; imposing a penalty for the +practice of denturism without a license, exclusions; specifying certain +examination and referral requirements and certain regulation powers and duties of the commissioner; requiring the commissioner to appoint a denture +technology advisory council, providing for organization of the council and +specifying certain membership requirements, term limits and duties; setting +application, examination and license fees, requiring deposit in the special +revenue fund; specifying requirements for licensure and providing for licensure by reciprocity and by equivalency during a certain transition period; +specifying certain license content requirements; requiring the commissioner to +establish license renewal requirements and to administer the licensure +examinations, specifying certain examination requirements; providing for the +placement of licenses on inactive status and requiring the commissioner to +establish requirements for replacement on active status; specifying grounds for+ license denial and for disciplinary action and authorizing certain forms of disciplinary action, granting the commissioner certain subpoena and +cease and desist order issuance authority, authorizing temporary license +suspension and requiring automatic suspension under certain conditions; specifying +certain reporting obligations of persons with knowledge of conduct +constituting grounds for disciplinary action and of institutions, professional societies, +licensed professionals and insurers taking certain disciplinary actions and +requiring self reporting; providing for investigations, requiring cooperation +of investigation subjects and requiring the commissioner to establish +internal operating procedures for the exchange of information and for the +coordination of certain investigations; requiring the dental access advisory +committee to evaluate the use of denturists in public assistance programs and to +report to the legislature on the repeal of the program and on a requirement for+ patient presentation of a certificate of oral health from a licensed dentist +or physician before receiving denturist services ARTICLE 2 � CONFORMING AMENDMENTSMaking conforming amendments to certain statutory provisions relating+ to business licensing, access to health records, licensed dental +practice and professional health services (mk, ja)
