Proposing an amendment to the Minnesota constitution, article IV to +provide for enactment or repeal of laws by initiative and referendum, procedure; "Initiative and Referendum Implementation Act"; establishing +procedures for initiative and referendum; defining certain terms; requiring and +providing for the filing of a declaration with the secretary of state before +petition circulation, specifying certain content requirements, requiring +forwarding of a copy to and sponsor consultation with the revisor of statutes, +specifying certain duties of the revisor and the secretary of state; specifying +official ballot measure petition content and signature requirements and +secretary of state website maintenance and petition verification and certification+ duties; restricting the time and place of circulation and providing for +voluntary abandonment; providing for placement on the ballot, voting and +canvassing, restricting initiative and referendum measures to the general +election; allowing simultaneous petitions, restriction; providing for the +resolution of conflicts between apparently conflicting measures; providing for +publication of measures by the revisor; regulating related literature and paid +advertisements in newspapers, periodicals or magazines and on radio or television; +specifying certain prohibitions; providing for judicial review of certain +matters in the Ramsey county district court; requiring copies to county election +officials for public availability purposes; requiring secretary of state +publication of an electronic voter guide for each ballot measure; requiring and +providing for the placement of ballot questions on the pink ballot (mk)
