E "Sustainable Health Care Act"; providing for the reform of health + care coverage and public programs for low income and working Minnesotans +to promote new health care options and encourage contributions to the cost of +health care according to ability to pay; requiring the commissioners of health, +employee relations (DOER), human services, commerce and labor and industry to +jointly develop a united state purchasing and regulatory strategy, specifying+ certain strategy requirements, requiring state activities relating to the +purchase of health care and health coverage and to health care services to be +consistent with the strategy; requiring the commissioner of health in +consultation with the commissioner of employee relations to prepare a plan, budget, +timeline and proposed legislation to consolidate and reform the medical assistance+ (MA), MinnesotaCare and general assistance medical care (GAMC) programs to +allow low income residents to receive a public subsidy for health care +coverage; specifying certain MinnesotaCare program coverage requirements +through a comprehensive health plan and a basic health plan, requiring the +commissioner of human services to seek federal waivers to allow a multiyear trial +of the health plans and in consultation with the commissioner of revenue to +prepare recommendations on the use of refundable tax credits for health +insurance premium subsidies for enrollees; requiring the commissioners of +health and commerce to prepare a plan for the creation of a public corporation +to offer pooled health coverage to individuals and families without access to +employer subsidized health coverage or purchasing individual insurance +products, specifying certain purchasing pool requirements, requiring the +commissioners to assess the advantages and disadvantages of allowing small and public +employers to participate in the pool and report findings and recommendations to+ the legislature by a certain date; requiring the commissioner of health +to prepare a report providing for universal participation in the health care +system and a health improvement plan for diabetes and coronary disease prevention identifying priorities for improving the health of residents; +requiring the commissioner of employee relations to identify the quality measures +and reporting requirements to be used as standards for quality related +requirements in state contracts, plans and programs for the purchase of health +care coverage and plans, requiring the commissioners of health, commerce and labor +and industry to use the guidelines as the standards by a certain date and+ the commissioner of employee relations to report to the legislature by a +certain date with recommendations for legislative changes; requiring certain +annual commissioner reports to the legislature on compliance with the +requirements; requiring the commissioner of health to develop and maintain a health+ care information web site containing information on health care costs and +quality indicatorsin the state (ra, ja)
