Enacting the "Minnesota Regulated Public Transit Utilities Act" to +provide for the regulation of transit services by the public utilities +commission; establishing public and legislative policies relating to regulated +public transit utilities; defining certain terms; recommending division of +the state into geographic service areas or corridors for transit services and +limiting competition within the areas; authorizing petitions to the PUC for +the right to provide specific modes of transit service within the service areas or+ corridors exclusive of direct competition from publicly subsidized transit +services, specifying certain duties of the PUC upon receipt of the petitions +and providing for granting of exclusive rights, requiring the +commissioner of transportation (DOT) to determine the period of exclusive service +consistent with the infrastructure and facility investment to be made by the +transit utility; requiring the PUC to establish procedures and standards for competition for exclusive service rights; authorizing the +commissioner to revoke or suspend the grant of exclusivity for transit utility +failure to meet obligations; requiring the commissioner to monitor the provision of +transit services in the state and biennially report to the legislature (mk)
