Implementing certain county human services initiatives; eliminating +certain basic sliding fee child care program county contribution requirements+ based on certain outdated administrative expenses; clarifying certain family +services collaboratives services funding requirements; expanding the authority+ of children's mental health collaboratives to fund targeted mental +health services for children; authorizing county agencies to charge fees for family +day care license applicant or holder criminal background checks and for +licensing inspections, limits, authorizing waiver under certain conditions; +modifying certain conditions for emergency hold under the civil commitment act;+ modifying certain county agency funeral expense payment requirements for +persons receiving public assistance through the Minnesota family investment +plan and for certain indigent persons; eliminating the requirement for +counties to use certain increased revenues resulting from medical assistance (MA) +coverage for mental health case management services to provide certain expanded +mental health services to adults and children and the responsibility of long+ term care consultation teams to provide long term care consultation services to+ anyone requesting the services; modifying the responsibility of family +services collaborative under MFIP to fund certain education, social and health+ related services to families and children; eliminating the requirement for +the public child welfare program to be available in divorce cases for home +conditions investigation purposes; authorizing counties to charge a fee for +investigation of child custodial arrangements; requiring counties to provide +certain core services to eligible clients for certain fiscal years, authorizing +reduction or termination of the services upon failure of the state to fully fund +the mandates, specifying certain county notice, meeting and reporting +requirements, authorizing client appeal; repealing certain county child care and +mental health services maintenance of funding effort requirements, a certain+ family home visiting program funding replacement prohibition and the +requirement for county boards to submit to the commissioner of human services the +adult and children's mental health components of community social services +plans (mk)
