Relating to telecommunications; establishing a Minnesota rural +communications infrastructure fund to provide low interest loans and grants to +communications infrastructure projects in rural Minnesota; assessing customers of +wireless telecommunications service providers a monthly fee for submission to +the commissioner of revenue for deposit in the fund; appropriating money +in the fund to the commissioner of commerce to provide the grants and loans +and authorizing commissioner transfer of money in the fund to the +commissioner of administration for upgrades to the enhanced 911 system in rural +areas; providing for the loans and grants, specifying eligibility +requirements; requiring the commissioner of commerce to annually report to the +legislature detailing expenditures from the fund and the progress of projects +receiving assistance and to provide recommendations to further encourage the +development of needed communications infrastructure in rural areas; sunset +provision(ra)
