Providing for excursion entertainment boat (riverboat) gambling for +economic development purposes; defining excursion entertainment boat and +certain other terms relating to gaming machines; requiring the director of the +state lottery to contract for gaming machine space at a port of call in the city of+ St. Paul for placement on an excursion entertainment boat owned or leased by +the contractor, specifying certain responsibilities of the contractor and+ providing for the sharing of revenue; requiring and providing for operation and+ control of the gaming machines by the director; authorizing and providing for+ the director to enter into a location contract and providing for +investigation and inspections by the director or the director of alcohol and gambling +enforcement in the department of public safety, fee, granting the directors +access to certain criminal history data and certain records; requiring and +providing for cancellation, suspension or refusal to renew contracts or locations +under certain conditions; authorizing and providing for the director of the+ state lottery to issue certain occupational licenses to ensure the +integrity of the gaming; requiring gaming machines to meet certain specifications; +requiring the director to specify the games to be placed on and to examine +prototypes of the machines; providing for testing, examination and analysis of the +machines and for the awarding of prizes; prohibiting play by minors; requiring the+ director to post in the area of machines location the toll free telephone +number established by the commissioner of human services in connection with +the compulsive gambling program and to establish a proactive plan to +identify problem gamblers; prohibiting local licensing or regulation; +requiring the commissioner of public safety to issue an on-sale intoxicating liquor+ license to the director for the sale of alcoholic beverages on the boat; +authorizing and providing for operation of a card club on the boat by the +location contractor, specifying certain supervision requirements and +regulating the type of wagering, requiring a plan of operation and an annual report to +the director of the income generated by the club; authorizing and providing for +the detention of persons suspected of committing certain gambling crimes;+ excluding the purchase of gaming machine plays from the definition of gambling +for lost money recovery or gambling debt purposes and from the definition of +bets for gambling crimes purposes; providing for an in lieu sales tax on +revenue from operation of the machines and authorizing sale and operation of the +machines as a gambling device (ja)
