  1.1                          A bill for an act 
  1.2             relating to state government; requiring use of reverse 
  1.3             auction procedures for state purchasing; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 16C. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [16C.105] [PROCUREMENT POLICY.] 
  1.7      Subdivision 1.  [PROCEDURES.] The commissioner of 
  1.8   administration shall implement reverse auction purchasing 
  1.9   procedures and electronic purchasing procedures for goods and 
  1.10  services. 
  1.11     Subd. 2.  [AVAILABILITY.] The procedures described in 
  1.12  subdivision 1 shall be made available to the University of 
  1.13  Minnesota and all units of local government. 
  1.14     Sec. 2.  [EFFECTIVE DATE.] 
  1.15     Section 1 is effective the day following final enactment.
