Eliminating certain county maintenance of effort (MOE) provisions and+ certain onerous reporting, publishing or other requirements ARTICLE 1 � GENERALEliminating certain maintenance of effort requirements relating to +certain child care assistance and employment and training programs, family +services collaboratives, services for certain young children with +disabilities, regional library services, family home visiting programs and mental health, +community social, family preservation and child welfare targeted case +management services; providing for the proration of court administration costs +due to the loss of state aid ARTICLE 2 � HUMAN SERVICESRequiring parental contributions toward school district special +education core early intervention services; limiting the liability of counties for +certain funeral expenses for persons receiving public assistance; making +optional the requirement for the court to order chemical use assessments of +certain delinquent minors; removing certain older children from the +definition of habitual truant; repealing certain screening and emergency admission requirements under medical assistance (MA) long term care +consultation services, community social service plan preparation requirements and +certain child custody arrangements investigation and reporting requirements + ARTICLE 3 � HEALTH Modifying the criteria to be reviewed by the emergency medical +services regulatory board in granting ambulance service licenses; eliminating +or modifying certain maternal and child health services support or +assistance requirements, modifying certain authorized uses of block grant money +and providing for the accountability of community health boards; +providing for local public health grants in lieu of community health subsidies and transferring community health services area board responsibilities to+ community health boards; reducing the frequency requirement for the preparation+ of community health plans; eliminating the payment of per diem to +members of the state community health advisory committee and eliminating certain +mandates imposed on local community health advisory committees; requiring the consideration of certain local public health priorities and statewide+ outcomes in tax levies, requiring and providing for establishment of statewide+ outcomes by the commissioner of health; sunsetting the community health +services subsidy; providing for local public health grants to tribal +governments and community health boards, specifying certain community health board +match and accountability requirements and commissioner responsibilities; +specifying certain reference replacement and internal cross reference deletion instructions to the revisor of statutes; repealing community +prevention grants, temporary lead safe housing contracts, community based suicide +prevention programs, certain maternal and child health block grant distribution provisions, fetal alcohol syndrome diagnostic clinics and certain +programs, foreign born persons tuberculosis screening, certain requirements of +community health boards, cities and counties and the commissioner under the +local public health act and certain rules regulating community health boards and +programs ARTICLE 4 � PUBLIC SAFETY/CORRECTIONSModifying or eliminating certain DWI offenders alcohol monitoring and+ criminal presentence investigation and reporting requirements ARTICLE 5 � PROPERTY RECORDSModifying the provision providing for the recording of deeds, +eliminating the time limit and making optional certain document return requirements ARTICLE 6 � TRUTH IN TAXATION NOTICESRepealing proposed property tax notice and hearing (truth in +taxation) requirements of local government units ARTICLE 7 � OTHER PUBLIC NOTICESAuthorizing and providing for alternative methods for publication of +local government unit public notices and proceedings; providing for annual +governing body designation of electronic methods for required publications +including web site, fax and electronic notice; specifying certain recordkeeping and+ affidavit of publication requirements; eliminating the requirement for the +publishing of salary and per diem payments; repealing provisions requiring summary +budget data to the state auditor and certain qualified newspapers bid +letting provisions ARTICLE 8 � DELINQUENT PROPERTY TAX PUBLICATIONModifying certain provisions requiring publication of delinquent +property tax notices in newspapers, providing for posting on official web sites ARTICLE 9 � VOTING RECORDSExtending the deadline for county auditor posting of voting histories ARTICLE 10 � COUNTY AUDITS AND LEGAL EXPENSESModifying or expanding certain duties of the state auditor relating +to the examination of county records ARTICLE 11 � MISCELLANEOUS COUNTY FEESExpanding the authority of counties to impose fees or charge interest+ for certain overdue paymentsARTICLE 12 � TIME DEADLINE FOR COUNTY ACTIONRemoving counties from the definition of agency for certain actions +time limit purposes ARTICLE 13 � GRANTS IN AID TO SNOWMOBILE CLUBSEliminating county involvement in department of natural resources +(DNR) snowmobile grants ARTICLE 14 � UNCASHED COUNTY CHECKSRequiring reversion of uncashed county checks to the county, +authorizing reissuance after a certain number of years for good cause shown (ra)
