E Providing for early childhood, family and K-12 education ARTICLE 1 � GENERAL EDUCATION Modifying the apportionment of consolidated conservation area funds +received by counties, requiring allocation of a certain percentage to the general+ fund of the school district in lieu of the capital outlay fund; expanding the+ provision authorizing parents or guardians of students to voluntarily surrender+ to and from school transportation privileges; transferring ownership of +textbooks and materials under the post-secondary enrollment options (PSEO) program +from the school district to the post-secondary institution; requiring +commissioner of children, families and learning (CFL) appointment of members of the +charter school advisory council, eliminating the requirement for the council +to review charter school applications and recommend approval or disapproval and+ extending the expiration date of the council, granting school districts +providing transportation to charter school pupils sole discretion, control and +management of transportation related matters; authorizing adult basic education +consortia providing approved adult basic education programs to serve as fiscal +agent for the consortia and entitling the consortia to state aid payments +directly from the commissioner; accelerating the date for counting children +eligible for free or reduced price lunches as eligible in the fall; setting the excess +revenue target for school district debt service levies and eliminating the +requirement for the commissioner to report excess debt redemption fund balances +to county auditors ARTICLE 2 � EDUCATIONAL EXCELLENCE AND OTHER POLICYModifying a certain reporting requirement of school district +superintendents relating to compliance with compulsory instruction requirements; +requiring school districts to develop strategies and plans in conjunction with +parents of students with emotional or behavioral disorders to increase +graduation rates; expanding school board discipline policy content requirements to an +agreement for procedures to coordinate crisis services with the county board +responsible for implementing certain services for students with serious emotional disturbance or students with individualized education plans removed +from school or class; modifying the notice requirements relating to the placement+ in classrooms of students with histories of violent behavior, providing +for notice to teachers with a legitimate educational interest; requiring the +board of teaching to adopt rules requiring licensed teachers renewing +continuing licenses to include in renewal requirements further preparation in understanding and identifying key warning signs of early onset mental+ illness in children and adolescents; requiring licensed teachers to +prominently display copies of licenses or credentials in the instructional area or +office; requiring the board to adopt rules to implement a statewide +credential for education paraprofessionals assisting licensed teachers in providing +student instruction, specifying certain paraprofessional initial training +requirements and additional training possibilities; specifying certain reporting requirements of school districts and sites participating in the +alternative teacher compensation program and modifying the payment of alternative compensation aid; providing for school sponsorship and advertising +revenue, authorizing certain school board contracts or agreements with +advertisers and sponsors; requiring charter school sponsors to submit supplemental +applications to the commissioner of children, families and learning to authorize +charter school operators to expand to additional sites or grades; modifying +certain provisions providing for transition programs for children with a +disability, changing transition or vocational programs to career and technical +education programs, defining essential personnel, and regulating the payment of+ aid for the programs; modifying the authority of school districts to hold +referenda on a different day; providing for supervised competitive high school +diving; requiring financial statements or performance bonds for certain +school board contracts, classifying the data submitted; eliminating CFL department representation on the crime victim services roundtable; providing for+ staggered terms for members of the charter school advisory board; authorizing +school boards to participate in pilot projects to evaluate parent +involvement policies and strategies to improve student academic achievement, +requiring establishment of parental involvement review committees for programs +and strategies effectiveness evaluation purposes, requiring district +notice to the commissioner and parent organizations of participation and +specifying certain district reporting requirements; requiring development of a model +policy for notice to classroom teachers and school district employees by +representatives of certain associations of students with a history of violent +behavior; requiring the commissioner to submit to the legislature by a certain +date a detailed financial analysis and report on the total amount of +projected additional costs associated with the No Child Left Behind Act of 2001 compliance; repealing the Minnesota local partnership program and a +certain provision requiring the reservation of certain revenue to reduce +class size or student to instructor ratios or for all day kindergarten ARTICLE 3 � SPECIAL PROGRAMSExpanding the personnel required to attend meetings relating to the +expulsion of students with a disability from school; requiring first grade +preparedness revenue to be placed in a reserve account and restricting use of the +revenue to the programs at qualifying school sites; requiring districts and +cooperative centers to report career and technical education programs data to the department of children, families and learning; clarifying the +requirement for school districts to provide special instruction and services for +children with a disability and providing for alternative dispute resolution and due+ process hearings for identification, evaluation and educational placement +purposes, specifying certain parent notice and participation requirements and +requiring enforcement of orders and the adoption of certain rules by the CFL commissioner; repealing the authority of the commissioner to create+ advisory task forces for curriculum development, the current process for +decisions relating to the education placement of children with a disability and+ the requirement for the commissioner to develop and implement a weights +and measures metric system public education plan ARTICLE 4 � FAMILY AND EARLY CHILDHOOD EDUCATIONSpecifying certain work plan preparation and submittal requirements +of head start grantees; modifying the requirement for school boards to employ+ licensed nurses for health services purposes; eliminating certain assistance requirements of the commissioner of children, families and learning +under the sexually transmitted infections and diseases program and certain +requirements under the home visiting program; modifying certain early childhood +family education (ECFE) programs coordination requirements; expanding +representation requirements on school readiness program advisory councils and +modifying certain program plan content and review requirements; expanding +interagency intervention service system requirements; extending the expiration +date of the state interagency coordinating council and expanding interagency +early intervention committees membership representation requirements and +duties; repealing the neighborhood based children and family services pilot +projects and the transfer of community prevention grants from the CFL +commissioner to the commissioner of health (ra, ja)
