Relating to probate; providing for the licensing of professional +guardians and conservators; requiring the supreme court to prescribe by rule the qualifications of professional guardians and conservators and to +appoint a guardian and conservator licensing board to administer the rules, +determine the qualifications of applicants and license professional guardians and conservators, specifying certain board membership requirements and +duties; requiring and providing for application to the board for a license, +background check requirement and fee; imposing a penalty for practicing without +a license; modifying certain powers and duties of guardians and conservators; +requiring notice to wards or conservatees of anticipated certain debt, support +or maintenance payments; limiting the annual fee; requiring a certain +notice to wards or conservatees relating to representation by an attorney; +requiring annual visits; requiring annual accounting to include a detailed list+ of expenditures from the estate including fiduciary fees (mk)
