Relating to transportation; establishing a major local projects account in the trunk highway fund to be used for improvements to +trunk highways in at risk interregional corridors, for removal of significant +highway bottlenecks in the metropolitan area, for trunk highway safety and +capacity improvement projects and for trunk highway advantages to transit; +increasing motor vehicle registration tax limits for passenger automobiles; +reducing the allocation of revenues from the sales tax on motor vehicles to the +highway user tax distribution fund and modifying allocation among certain transit +funds, the major highway projects account in the trunk highway fund and the +highway user tax distribution fund beginning with a certain future year; requiring+ the commissioner of transportation to reduce the trunk highway fund +budget base for multimodal programs, state roads and general support; appropriating +money to the commissioner and authorizing the issuance of state bonds for +certain trunk highway and transit capital improvements, for greater Minnesota +transit operating assistance, for metropolitan transit capital improvements +and operations and for trunk highway bond debt service; proposing an +amendment to the Minnesota constitution, article XIV to dedicate the proceeds from+ the sales tax on motor vehicles to highway and public transit purposes; +providing for the reversion of the maximum motor vehicle registration taxes to previous+ levels upon adoption of the constitutional amendment (ra)
