E Providing for kindergarten through grade 12 education policy; + modifying the definition of middle school; eliminating the annual school board +calendar additional student instruction or staff development days requirement;+ removing references to diseases under the sexually transmitted infections risk prevention and reduction program; authorizing the board of teaching +to issue lifetime qualified short call substitute teaching licenses; requiring+ school district or charter school verification of teacher licenses; imposing+ an annual deadline for evaluation of probationary teachers, failure to comply +to extend the probationary period of the teacher, further failure to result in +automatic renewal of the teacher contract, financial limits exceptions; +modifying certain school district educational improvement plan component requirements, +requiring substantial teacher participation in developing the plans; +establishing principled pay practices for adoption by school districts to provide +incentives to attract and retain high quality teachers and specifying +eligibility for principled pay practices aid and appropriating money to the +commissioner of children, families and learning for payment of the aid; modifying +certain requirements for the payment of premiums for health insurance +coverage for teachers on extended leaves of absence; providing for improved +student access to licensed student support services to improve educational +achievement, to provide for student safety and to enhance student physical, emotional+ and social well being; modifying the timeline for the first meeting of +school boards after an election; requiring school district health and safety+ and alternative facilities bonding and levy program plans to include a +review of the certain project guidelines established by the departments of +administration and commerce for use under certain cost effectiveness conditions; +authorizing certain nonprofit corporations to sponsor charter schools under +certain conditions and limiting teacher leaves to teach in the schools; +providing for the establishment of on line learning courses, specifying student +eligibility requirements and enrolled and serving school districts +responsibilities, providing for on line course revenue for districts and for districts +offering courses to private school students and establishing a process for +payment of the revenue by the department of children, families and learning and +requiring the department to establish procedures for reviewing and certifying +serving districts offering the courses; requiring the state high school +league to adopt a policy on corporate sponsorships and similar agreements; +authorizing school district employers to enter agreements with exclusive bargaining representatives of members of the teachers retirement association +(TRA) for payment of employee contributions, requiring a sunset of eligibility +in the agreements; authorizing independent school district #709, Duluth to +by resolution reduce the number of at large school board members; +establishing a pilot project in independent school district #535, Rochester and +certain additional districts selected by the commissioner to waive certain +specific special education requirements on the quality and cost effectiveness +of instructional services and educational outcomes; requiring the office+ of education accountability at the university of Minnesota to conduct a +study on the amount of student contact time to be considered a minimum +requirement for students taking on line courses and report findings to the +legislature by a certain date and requiring the commissioner to establish statewide +testing recommendations for students enrolled in the courses; appropriating +money to the commissioner for on line course revenue for districts offering +courses to private school students and for the payment of principled pay +practices aid; repealing the alternative teacher compensation system and certain +provisions prohibiting the state high school league from entering into certain +commercial relationships, subjecting the league to certain budget preparation +requirements and authorizing the league board to request the state board of +investment to invest nonretirement funds of the league (ja)
