Relating to transportationARTICLE 1 � COUNTY STATE-AID HIGHWAY SYSTEMModifying the formula for apportionment of the county state aid +highway fund by the commissioner of transportation (DOT), defining and providing for apportionment of the excess sum and redefining the apportionment sum +as the total sum less the excess sum ARTICLE 2 � MOTOR FUEL TAXESIncreasing the gasoline and special fuels tax rates and imposing an +additional tax on the fuels for the payment of debt service on trunk highway +bonds, specifying certain calculation requirements of the commissioner of +revenue; appropriating money to the commissioner of transportation (DOT) and +authorizing the issuance of state bonds for trunk highway improvements and for +distribution to counties and cities for highway and street maintenance purposes; +providing a transitional clause relating to determination of the additional fuel +taxes ARTICE 3 � METROPOLITAN TRANSPORTATIONDesignating Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey,+ Scott, Sherburne, Washington and Wright counties as the metropolitan +transportation area and regulating highway spending in the area; imposing additional+ sales and motor vehicle sales taxes in the area, providing for collection by +the commissioner of revenue; establishing a metropolitan transportation +fund for deposit of amounts collected, authorizing use by the metropolitan +council for acquisition of buses, highway shoulder improvements and other capital+ expenses relating to transit and by the commissioner of transportation (DOT) +for highway system improvements in the area, authorizing the metropolitan +council to provide grants to the commissioner for implementation of transit capital improvements +outside the metropolitan area but inside the metropolitan transportation area; +voter approval requirement and sunset ARTICLE 4 � TRANSPORTATION IMPROVEMENTS Appropriating money to the commissioner of transportation (DOT) for +local bridge replacement and rehabilitation, for town road sign replacement+ and for the local road improvement program and to the board of water and soil+ resources (BOWSR) to acquire land for and replace wetlands drained or filled as+ a result of the repair, maintenance or rehabilitation of existing public +roads; authorizing the issuance of state bonds; establishing a major local +projects account in the local improvement fund to be used by the commissioner +to pay for the costs of certain major county and city highway and bridge capital improvements, requiring and providing for the fund advisory +committee to make recommendations to the commissioner on approval of applications for +grants from the account(ra)
