Authorizing and providing for the commissioner of human services to +establish long term care family loan program pilot projects under medical +assistance (MA) to help pay long term care costs for eligible persons, defining +eligible person and eligible long term care costs; authorizing the commissioner to +establish procedures determining the loan amounts, to contract with lenders and+ certain guarantee agencies to carry out the purposes of the pilot projects, +to impose loan insurance premium fees and to apply for federal funds; providing+ for investment of funds not immediately needed by the commissioner; +requiring a commissioner contract with a loan program administrator; authorizing +the sale of notes and the procurement of surety obligations from financial +institutions; classifying data on program applicants; specifying terms and +conditions of the loans; requiring the commissioner to determine the rate of interest +on the loans and to establish repayment procedures and an appeals process; +sunsetting the program on a certain date, requiring a commissioner report on +the program to the legislature; authorizing and providing for the commissioner to+ issue revenue bonds to fund the program (ra)
