SF 1114 Senate Long Description

Modifying certain provisions regulating the use of off-road +recreational vehicles; requiring possession of certain educational certificates +for the operation of off-highway motorcycles and off-road or all-terrain +vehicles, requiring suspension of the certificates by the commissioner of +natural resources (DNR) upon determination of a certain number of misdemeanor+ offense convictions; authorizing and providing for conservation or other +licensed peace officer issuance of civil citations for violation of the certificate requirement, specifying certain penalty limits and providing for +enforcement and appeal and the allocation of penalty amounts to the local +government unit employing the officer issuing the citation or to the commissioner for+ deposit in the respective recreational vehicle account to be used for +off-highway motorized vehicle laws enforcement, prohibiting the issuance of both +civil and misdemeanor penalties; establishing, modifying or expanding certain recreational vehicle environment and safety education and training +program and certificate requirements of the commissioner and the authorized uses +of the off-road recreational vehicle accounts; requiring the commissioner to+ complete environmental assessment worksheets or environmental impact +statements (EIS) before developing or designating trails, use areas or other routes +for off-road recreational vehicle use, requiring designation of a work group to +complete the environmental review; authorizing local government units to apply to +the commissioner for financial assistance for restitution for damage to +property resulting from recreational vehicle use; increasing registration fees+ for all-terrain vehicles; modifying certain restrictions on the operation+ of ATVs on roads and rights-of-way; specifying certain wetlands location +opinions requirements of recipients of grants in aid for construction and +maintenance of motorized trails and requiring commissioner reduction of aid amounts +for violation of grant in aid program requirements; expanding the skiing,+ hiking and horseback riding trail registry to off-road vehicles; requiring +the commissioner by a certain date to report to the legislature on the +cost of maintaining and operating the current off-highway vehicle trails +system, specifying certain report content requirements; appropriating money +from the ATV account to the commissioner of transportation (DOT) for a +determination of ATV gasoline consumption, specifying certain study requirements and +requiring a report to the legislature by a certain date; requiring the +commissioner of natural resources to review grant-in-aid trail policies and +procedures and to report on the status of the program (ra)
