E Relating to human services, modifying certain provisions + regulating state operated services; modifying the authority of the commissioner of +human services to designate hospitals and regional treatment centers as +special care units for the mentally ill, mentally retarded or chemically +dependent; changing the terms state hospital and regional treatment center to state +operated services, removing certain obsolete language and requiring the +commissioner to develop and maintain the services and to create and maintain forensic+ services programs in coordination with counties and other vendors, specifying +certain authorized or required services and authorizing the commissioner to +establish policies and procedures, eliminating certain existing services and +personnel requirements of public institutions and clarifying certain +consultative and after care services requirements; modifying the provision providing +for commissioner appointment of a medical director to establish and +maintain the medical policies of the department and modifying certain duties of +the director, transferring certain medical staff appointment +responsibilities of the commissioner to the director; clarifying certain recordkeeping +and handling requirements for patient or resident money and personal +property; modifying certain provisions providing for shared service agreements;+ modifying the definitions of secure treatment facility and employee under the +bloodborne pathogens program, changing the Minnesota sexual psychopathic +personality treatment center to the Minnesota sex offender program; modifying the requirement for the Minnesota extended treatment options program for +persons with mental retardation to be provided at the Cambridge RTC; +clarifying the duty of county sheriffs to transport and deliver persons committed by+ the district court to the care and custody of the commissioner to state +operated services facilities, removing the specificity for persons with mental retardation; clarifying the provision providing for the security +hospital in St. Peter and the authority of the commissioner to transfer certain +persons to the hospital, requiring the commissioner to establish a written +policy creating the transfer criteria; clarifying certain civil commitment provisions+ relating to secure treatment facilities, requiring the court to order persons +committed as mentally ill, chemically dependent or mentally retarded to the +commissioner for placement designation purposes; specifying certain internal cross+ reference deletion and correction instructions to the revisor of statutes; +repealing certain provisions relating to appointment of a medical director, +state hospital planning committees, certain reporting and recordkeeping +requirements, institution inspections and investigations, fire protection, food +products contracts, hospitals for persons with mental retardation, regional +treatment centers, previous development of state operated services, the +administrative structure of the state operated system, certain fees and expenses, +death or illness notice requirements, the Minnesota security hospital, +commitment before conviction, supervision of paroled patients, guardianship of inmates, sterilization of mentally ill persons and rehabilitation facility +boards (ra, ja)
