Relating to health insurance; modifying a certain provision +specifying the loss ratio standard for health and accident insurance policies; modifying +certain provisions under the Minnesota comprehensive health association act +(MCHA); authorizing the association to offer policies with higher annual +deductibles and with the approval of the commissioner of commerce to extend the +effective writing carrier contract, limit; clarifying the effective date of +coverage and certain requirements for enrollment in the comprehensive health +insurance plan and changing the certificate of eligibility requirement for +enrollment to an application requirement; authorizing qualifying residents eligible +for the federal health insurance costs income tax credit to enroll in the +plan with a waiver of the preexisting conditions limit and without evidence of +rejection (Ch. 109, 2003)
