Authorizing cities, townships, counties or school, sanitary or soil +and water conservation districts to request the commissioner of finance to +prepare local fiscal impact and benefit notes on rules proposed by state agencies, +specifying certain local resolution and certain commissioner estimate +preparation requirements, requiring completion of the determinations before +submission of the record to the administrative law judge; authorizing the +commissioner to charge a fee per hour for time spent preparing the notes; requiring +agency determination of the cost of complying with proposed rules, +specifying a cost limit, requiring legislative approval to exceed the limit and +administrative law judge approval of determinations, exceptions (Ch. 103, 2003 � VETO)
