Relating to educationARTICLE 1 � REPLACING PROFILE OF LEARNING STANDARDS AND GRADUATION +REQUIREMENTS Repealing and replacing the profile of learning and prohibiting the commissioner of children, families and learning (CFL) from +implementing the profile of learning portions of the results oriented graduation rule;+ requiring academic standards in the subject areas of language arts, +mathematics, science, social studies and the arts, requiring the establishment of +alternative standards for individualized education plans (IEP); specifying +certain responsibilities of the commissioner and school districts relating to+ the development of rigorous academic standards and adoption of graduation requirements respectively; requiring school districts to establish +standards for electives in health and physical and vocational and technical +education and world languages, requiring the offering of courses in all elective +subject areas; requiring and providing for the commissioner to supplement +required state standards with grade level benchmarks to be used for +information and test development purposes; specifying certain high school level course +credits successful completion requirements for graduation and certain +assessment and review requirements; modifying certain statewide testing +requirements, requiring the commissioner to develop language arts, mathematics and +science assessments aligned with state academic standards to be used by +districts and sites to monitor student growth toward achieving the standards, +prohibiting the development of statewide assessments for academic standards in +social studies and the arts and providing for the reporting of assessment +results; providing for school accountability, specifying certain commissioner +objective criteria use and school performance report cards development +requirements, authorizing appeal of certain designations; requiring the board of +teaching to adopt rules to implement a statewide credential for education +paraprofessionals assisting licensed teachers in providing student instruction and +providing for training; establishing a temporary assessment advisory committee, +specifying certain membership requirements and duties, requiring review of +statewide assessments for recommendations submittal to the commissioner and the legislature; restricting the authority of the commissioner to modify +certain rules or standards, requiring specific legislative authorization; +repealing certain rules establishing minimum requirements for earning a high +school diploma ARTICLE 2 � COMMISSIONER'S DUTIES Specifying certain requirements for the high academic standards +adopted by the commissioner of children, families and learning (CFL), requiring recommendations to the legislature by a certain date relating to the +standards; authorizing the commissioner to adopt rules establishing criteria for identifying, annually reviewing and formally listing eligible +supplemental education service providers consistent with applicable federal +requirements under the no child left behind act (Ch. 129, 2003)
