Relating to education; repealing and replacing the profile of +learning, prohibiting the commissioner of children, families and learning (CFL)+ from implementing the profile of learning portions of the results oriented graduation rule and rules relating to the profile; repealing the +requirement for annual statewide testing in certain grades aligned with the +profile of learning; requiring the commissioner to consider advice from certain stakeholders including parents, teachers and school board members in +developing statewide rigorous core academic standards in English, mathematics, +science and history and geography to replace the profile and specifying certain +parameters for the academic standards; requiring the commissioner to present to +the legislature by certain progressive dates proposed rules for +implementing statewide core academic standards and school districts to incorporate+ the requirements into existing locally established graduation +requirements by a certain school year, requiring districts incorporating the +requirements early to provide students entering the ninth grade with the opportunity to +earn a diploma based on existing locally established graduation +requirements; requiring the commissioner to adopt rules for implementing reading +and math standards by a certain date, providing an interim alternative upon +failure of the legislature to authorize the commissioner to adopt the rules (ra)
