  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [AMBULANCE SERVICE LIABILITY INSURANCE STUDY.] 
  1.6      The commissioner of commerce shall study the availability 
  1.7   and cost to ambulance services of vehicle and malpractice 
  1.8   insurance and the factors influencing cost increases.  The 
  1.9   commissioner shall report the results of this study and 
  1.10  recommendations on means to ensure continued availability of 
  1.11  affordable insurance to the legislature by January 10, 2004.
