  1.1                          A bill for an act 
  1.2             relating to economic development; reducing 
  1.3             appropriations for economic development and certain 
  1.4             agencies of state government; appropriating money for 
  1.5             workforce services for the blind; transferring funds; 
  1.6             amending Laws 2002, chapter 220, article 13, section 
  1.7             9, subdivision 2, as amended. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9   Section 1.  [ECONOMIC DEVELOPMENT REDUCTIONS.] 
  1.10     The dollar amounts in the columns under "APPROPRIATION 
  1.11  CHANGE" are added to or, if shown in parentheses, are subtracted 
  1.12  from the appropriations in Laws 2001, First Special Session 
  1.13  chapter 4 or 10, as amended, by Laws 2002, chapter 220 or 374, 
  1.14  as amended, or other law to the specified agencies.  The 
  1.15  appropriations are from the general fund or other named fund and 
  1.16  are available for the fiscal years indicated for each purpose.  
  1.17  The figure "2003" means that the addition to or subtraction from 
  1.18  the appropriations listed under the figure is for the fiscal 
  1.19  year ending June 30, 2003.  The reductions are permanent 
  1.20  adjustments to the base funding of the affected agencies and 
  1.21  programs except as otherwise stated.

  2.1   Of this amount, $1,323,964 is from the 
  2.2   appropriation made in Laws 2001, First 
  2.3   Special Session chapter 4, article 1, 
  2.4   section 2, subdivision 2, for 
  2.5   contaminated site grants. 
  2.6   Of this amount, $35,000 is from the 
  2.7   appropriation made in Laws 2001, First 
  2.8   Special Session chapter 4, article 1, 
  2.9   section 2, subdivision 2, for a onetime 
  2.10  grant for a pilot project incubated by 
  2.11  Blue Earth county named the Rural 
  2.12  Advanced Business Facilitation 
  2.13  Program.  This is a onetime reduction. 
  2.14  Of this amount, $700,000 is from the 
  2.15  appropriation made in Laws 2001, First 
  2.16  Special Session chapter 4, article 1, 
  2.17  section 2, subdivision 2, for Minnesota 
  2.18  investment fund grants. 
  2.19  Of this amount, $1,000,000 is from the 
  2.20  appropriation made in Laws 2001, First 
  2.21  Special Session chapter 4, article 1, 
  2.22  section 2, subdivision 4, for the job 
  2.23  skills partnership and pathways 
  2.24  programs. 
  2.25  Of this amount, $480,000 is from the 
  2.26  appropriation made in Laws 2001, First 
  2.27  Special Session chapter 4, article 1, 
  2.28  section 2, subdivision 5, for grants to 
  2.29  the Minnesota Film Board for a film 
  2.30  production jobs fund to stimulate film 
  2.31  production in Minnesota. 
  2.32  Sec. 3.  MINNESOTA TECHNOLOGY, INC.                    (730,000)
  2.33  Sec. 4.  ECONOMIC SECURITY                              (65,000)
  2.34  Of this amount, $189,000 is a reduction 
  2.35  to the agency's base funding.  This 
  2.36  reduction must be taken from agency 
  2.37  operations other than the workforce 
  2.38  services for the blind division. 
  2.39  Of this amount, $124,000 is an increase 
  2.40  in the funding for the workforce 
  2.41  services for the blind division.  None 
  2.42  of this increase may be used to resume 
  2.43  operations of the store previously 
  2.44  operated by the division.  The base 
  2.45  funding for workforce services for the 
  2.46  blind in the 2004-2005 biennium shall 
  2.47  be $5,038,000 each year. 
  2.48  To the extent that any reductions 
  2.49  reflected in the department would 
  2.50  violate federal requirements regarding 
  2.51  maintenance of effort, the commissioner 
  2.52  is authorized to exempt from reduction 
  2.53  the affected programs to the extent 
  2.54  required to comply with federal 
  2.55  regulations.  The commissioner shall 
  2.56  realize the reductions that would 
  2.57  otherwise apply from programs and 
  2.58  administrative costs funded with 
  2.59  general fund dollars that do not have 
  2.60  maintenance of effort requirements.

  3.24  Sec. 18.  HUMANITIES COMMISSION                          (40,000)
  3.25     Sec. 19.  Laws 2002, chapter 220, article 13, section 9, 
  3.26  subdivision 2, as amended by Laws 2002, chapter 374, article 8, 
  3.27  section 6, is amended to read: 
  3.28     Subd. 2.  [SPECIAL COMPENSATION FUND.] After June 1, 2003, 
  3.29  but no later than June 30, 2003, the commissioner of finance 
  3.30  shall transfer $250,000,000 $265,000,000 in assets of the excess 
  3.31  surplus account of the special compensation fund created under 
  3.32  Minnesota Statutes, section 176.129, to the general fund. 
  3.33     Sec. 20.  [MINNESOTA MINERALS 21ST CENTURY FUND.] 
  3.34     By June 30, 2003, the commissioner of finance shall 
  3.35  transfer $49,000,000 from the Minnesota minerals 21st century 
  3.36  fund established under Minnesota Statutes, section 116J.423, to 
  3.37  the commissioner of finance for cancellation to the general fund.
  3.38     Sec. 21.  [EFFECTIVE DATE.] 
  3.39     Sections 1 to 20 are effective the day following final 
  3.40  enactment, unless otherwise specified.
