Relating to education; providing for the coordination of crisis +services with the removal of certain students from class under the pupil fair +dismissal act; requiring certain school districts to develop strategies in +conjunction with parents of students with emotional or behavioral disorders and the +county board responsible for providing certain services under the children's +mental health act to keep the students in school and to develop plans in +conjunction with parents and local mental health authorities to increase graduation +rates of the students, requiring review and oversight of the plans by the +commissioner of children, families and learning (CFL); expanding school board +discipline policy content requirements to an agreement for procedures to coordinate +crisis services with county boards for students with serious emotional +disturbance or under individualized education plans with behavior eligible for +crisis intervention, requiring school districts to develop policies for +reporting to the commissioner on the appropriate use of peace officers and crisis +teams to remove students with IEPs from school grounds; requiring the board of+ teaching to adopt rules requiring licensed teachers renewing continuing +licenses to include in renewal requirements further preparation in understanding +and identifying key warning signs of early onset mental illness in +children and adolescents(ra)
