  1.1                          A bill for an act 
  1.2             relating to higher education; changing the calculation 
  1.3             of a state grant; amending Minnesota Statutes 2002, 
  1.4             section 136A.121, subdivision 6. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 136A.121, 
  1.7   subdivision 6, is amended to read: 
  1.8      Subd. 6.  [COST OF ATTENDANCE.] (a) For public 
  1.9   institutions, the recognized cost of attendance consists of 
  1.10  allowances specified in law for living and miscellaneous 
  1.11  expenses, and an allowance for tuition and fees equal to the 
  1.12  lesser of the actual tuition and fees charged by the 
  1.13  institution, or the private institution tuition and fee maximums 
  1.14  established in law. 
  1.15     (b) For the purpose of paragraph (a) eligible private 
  1.16  institutions, the private institution tuition and fee maximum 
  1.17  for two- and four-year, private, residential, liberal arts, 
  1.18  degree-granting colleges and universities must be the 
  1.19  same recognized cost of attendance consists of an allowance 
  1.20  specified in law for living and miscellaneous expenses and an 
  1.21  allowance for tuition and fees equal to the lesser of actual 
  1.22  tuition and fees charged by the institution or (1) for private 
  1.23  two-year institutions the maximum tuition and fees charged by a 
  1.24  public two-year college; or (2) for private four-year colleges 
  1.25  the maximum tuition and fees charged by a public university.  
  2.1      (c) For a student registering for less than full time, the 
  2.2   office shall prorate the living and miscellaneous expense 
  2.3   allowance to the actual number of credits for which the student 
  2.4   is enrolled. 
  2.5      The recognized cost of attendance for a student who is 
  2.6   confined to a Minnesota correctional institution shall consist 
  2.7   of the tuition and fee component in paragraph (a), with no 
  2.8   allowance for living and miscellaneous expenses. 
  2.9      Sec. 2.  [EFFECTIVE DATE.] 
  2.10     Section 1 is effective for grants for academic terms 
  2.11  beginning after August 1, 2003.
