Modifying certain provisions relating to the housing finance agency; authorizing HFA loans to refinance the existing indebtedness of +owners of rental property secured by federally assisted housing to obtain +agreement of the owner to participate in the federally assisted rental housing +program and to extend existing low income affordability restrictions for the +maximum term permitted, defining federally assisted rental housing; expanding the +authorized use of urban and rural homesteading program grants to demolition or +removal of existing structures and construction of new housing, requirements; +eliminating the conditions for loans financed with mortgage bond proceeds for new+ housing in the metropolitan area during the origination period, requiring +servicing of the new housing by the regional or local wastewater treatment system; authorizing private nonprofit corporations formed outside the state +with offices in the state to administer the capacity building revolving +loan fund; increasing the bond fund debt ceiling and authorizing more frequent +transfer of excesses in the fund; extending the duration of the civil service +pilot project (Ch. 61, 2003)
