Relating to commerceARTICLE 1 � MEDICARE SUPPLEMENT COVERAGEModifying certain provisions regulating medicare supplement +insurance, conforming state law to the minimum federal standards; modifying +eligibility for guaranteed issue, providing eligibility for certain senior +citizens enrolled with a program of all inclusive care for the elderly (PACE) +provider and specifying the start of guaranteed issue periods for certain +enrollees; authorizing issuers to offer a federally enacted medicare +prescription drug benefit consistent with federal law; modifying extended basic +medicare supplement plan coverage for copayments ARTICLE 2 � OTHER HEALTH COVERAGEModifying a certain provision specifying the loss ratio standard for +health and accident insurance policies; requiring and providing for the +commissioner of commerce in consultation with the commissioners of health and +employee relations (DOER) to evaluate mandated health benefit proposals to +provide the legislature with an analysis of the ramifications of the proposals, +defining mandated health benefit proposal and specifying certain evaluation +content requirements; requiring the commissioner of commerce to summarize the+ nature and quality of available information on the issues and to provide +preliminary information to the public; providing for legislative requests for +evaluations, requiring the commissioner to conduct evaluations upon request, +exception, providing for the prioritization of requests for evaluation of +multiple proposals, authorizing the commissioner to seek and accept funding +from other sources and specifying a time limit for reporting results to the +legislature; modifying the uniform billing form requirement under the federal +health care financing administration (HCFA) for home infusion therapy (ra)
