E Creating certain exceptions to the prohibition on the spraying of pesticides on humans; authorizing pesticide applications for mosquito control operations conducted before a certain date and the use of biological agents for control of gypsy moths, forest tent caterpillars or other pest species as determined by the commissioner of agriculture or the application of pesticides to alleviate a public health risk as determined by the commissioner of health in consultation with the commissioner of agriculture under certain conditions, requiring use of the least toxic pesticides available for control of the target pest and specifying certain notice requirements (je, ja)
