  1.1                          A bill for an act 
  1.2             relating to municipal planning; providing a limitation 
  1.3             on the conditions for issuing certain permits or 
  1.4             approvals; amending Minnesota Statutes 2000, section 
  1.5             462.361, by adding a subdivision.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 462.361, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3.  [CONDITIONAL APPROVAL PROHIBITED.] A municipality 
  1.10  may not condition a permit or other approval on a requirement 
  1.11  that the permittee not seek judicial review under this section 
  1.12  of the reasonableness or legality of the impositions, 
  1.13  requirements, or conditions of the approval or permit.
