Establishing certain child support guidelines as a rebuttable presumption in all child support cases, creating a parental equal and continuous duty to pay; restricting court deviation from the guidelines, requiring written findings of fact justifying the deviation and specifying certain factors for consideration by the court in deviating from the guidelines; setting a self support reserve for inclusion in the guidelines to ensure maintenance of a minimum standard of living based on the federal poverty threshold for a household consisting of one adult; basing the schedule of basic child costs on certain economic data representing estimates of total expenditures on child rearing costs; providing for determination of the gross income of each parent, providing for certain additions and deductions; authorizing the calculation of child support for voluntarily unemployed or underemployed parents on a determination of potential income, restrictions; requiring the payment of maintenance to be determined before the determination of the child support obligation; requiring and providing for documentation of income statements of the parents; including typical medical expenses in the basic child support obligation, providing for calculation; child care and educational costs to be calculated as additional costs; limiting the presumptive child support award; specifying the circumstances ending the duty to provide support; specifying certain requirements for modification of previous child support orders, creating an affirmative defense in proceedings for nonpayment; specifying the steps to be applied in determining the presumptive child support award of obligors and providing a schedule; specifying certain requirements of income deduction orders; placing the responsibility for the termination of income deduction orders with the department of human services office of child support enforcement; requiring the revisor of statutes in consultation with the house and senate research departments to prepare a report by a certain date on portions of state law conflicting with the child support guidelines and to report change recommendations to the legislature; repealing the existing child support guidelines (mk)
